Abstract

Since the beginning of XXI century Tourism Product Dynamization Plans marked a turning point in the Spanish Tourism Policy (PICTE 2000-2006). This innovative instrument, adopted in 2004, set aside the vision that marked the previous ones (focused on improving infrastructure and facilities in tourist destinations) and concentrated all their attention on the creation of tourism products. The success of these plans seems to be reflected in the high number of concessions that many Spanish municipalities obtained from the Tourism General Secretary, which saw in this activity a way to boost the local economy. Nevertheless, did these plans truly create tourist products? This study is based on the concepts of resource, tourist attraction and tourist product, extracted from the scientific literature of different authors and entities. Subsequently, and in order to determinate whether cultural resources identified in the plan had become into tourist products, an index of 34 items has been proposed as a measuring scale.
