Abstract

This article analyzes the leadership guidelines in the Sindicatura de Comptes of the Valencian Community over three decades (1985-2015). The Sindicatura is a public institution that has undergone intense administrative modernization to adapt to the changes in the environment. The leadership role and management style explain the changes in each phase of the organization life cycle. This research reviews different theories on leadership and privileges the theory of transformative leadership and transactional leadership for this public organization. The work offerts a longitudinal study with in-depth interviews on the leadership of Manuel Girona i Rubio, Vicente Montesinos Julve and Rafael Vicente Queralt. The data extracted from the interviews have been related to the stages of the life cycles and to the leadership style of the theoretical framework. In addition, three hypotheses have been generated: H1: the environment has marked the life cycle of the audit institution as the challenges it has had to face; H2: Each phase of the life cycle has required a different type of leadership; H3: The characteristics of the leader have ensured the survival of the institution in each phase of the life cycle. The conclusions confirm the three hypotheses presented.
