Abstract

The demand of measures again the abandonment of activities and/or depopulation is a constant on the part of rural society. One of the most promi- nent actions are the Rural Development Programs (PDR) and, concretely, their most mediatic measure: LEADER. In the current period 2014-2020, this PDR are managed by the Local Actions Groups (GAL) and territorialized in Participatory Local Development Strategies (EDLP). However, in the Spanish case, the design and approval of these EDLP is conditioned by the autonomics regulations, which implies a certain degree of organisational and temporally heterogeneity, adver- sely affecting the implementation of the projects and, therefore in the PDR ca- pacity to act against the depopulation and to promote the development in the rural areas. To test this hypothesis, we analysed the policy documents relating to the configuration of the GAL and EDLP of all LEADER territories in the Spanish Autonomous Communities (CC AA). As a result, from a single piece of legislation adopted by all the CC AA, there are substantial differences when it comes to set- ting up the GAL, selecting EDLP, calling for derived aid and setting the deadlines accordingly.
