Abstract

There is no doubt that the social-political-economic framework where the majority of Latinamerican countries are developed is the framework of inequality, poverty and lack of democratic guarantees. However, they also have a great human and economic potential. This article tries to show, starting from a reflection about the public politics, the situation of Latin America and Hispanic Caribbean in 1990 and 2002. For that, it uses the analysis of quantitative variables collected from IDH (PNUD), through Multiple Factorial Analysis a tecnique able to contribute to the public actors with an analysis methodology capable to visualize the implications of some particular actions in different fields: Health; Education, Development.
