Abstract

In this paper conditions under which compensatory policies for the unequal level of regional development should be designed are proposed. It favours the principie of equal treatment of al1 citizens on the part of the public sector regardless of where they live. The inequalities are interpreted in terms of differencials in demand excesses (deficits of public goods), using factorial analysis.
