Resumo

Training fulfills various different functions at work and its implementation is perceived as being useful in work situations and by many companies and organizations. However, in practice training activities and strategies do not materialize, and in general, human and economic resources are rarely used to introduce and/or improved them. The aim of this paper is to study the principal problems related to the improvement of the workforce's qualifications and to discover whether the perception of these problems is related to different company characteristics such as size, technological level, human resources, strategies and training activities. We interviewed managing directors and personnel managers of 91 companies in heavy industry in the provinces of Valencia and Castellón. Our questionnaire is composed of 10 items which show various problems concerning the improvement of professional qualifications. The results show that the majority of the causes of the problems can be attributed to aspects external to the company, such as the workforce («basic training» and «motivation»). Of to the training itself («the poor relation between supply and demand»). Internal causes are not perceived as important. On the other hand the attribution of these problems is related to the company's organizational characteristics
