Resumen

There are several tourist models of local implementation with different implications from the economic, social and environmental point of view. Although in the context of Mediterranean Spain, tourism development has a long tradition, some territories, particularly those with no coastal space, have developed this activity somewhat more recently. A spontaneous and unplanned growth in tourism‐related activities may have unintended consequences for the majority of the local population and thus be a source of conflicts of various kinds. Tourism planning at the local level should incorporate not only the technical and management aspects needed, but also the results of a citizen participation process in order to generate spaces for prior reflection on the most appropriate territorial tourism model in terms of sustainability and integration. All this with the double aim of attracting a tourism which should be respectful with the cultural and environmental environment, but also to improve the quality of life of the residents. A methodology of participation at local (rural) level is proposed here, as part of the design of a tourism strategic plan design.
